Evaluation

This involves a review of hardware and software to meet requirements, including benchmarking, pilot studies and cost-benefit analysis. This process makes sure that the system meets specified requirements.

Justification

To reduce the risks associated with setting up a GIS certain tests can be undertaken and compared with other systems eg benchmarking, pilot studies and cost-benefit analysis. This process makes sure that the system is the best/most cost-effective to use for the project.
