This stage
involves not only the realisation that GIS can help address the problem that
the user is interesting in examining, but also that GIS offers a better way
of dealing with the problem. This stage therefore needs an awareness of the
capabilities
of GIS.
This includes
a project
definition, an assessment of what you want to do.
The first stage in any GIS planning exercise is to develop a project proposal. This enables the requirements of the system to be assessed.
