Strategy and Policy

Prior to making any decisions about which of the above steps is to be implemented, it is important that a national strategy summarising goals and objectives is developed.

In developing such a strategy it is important that the human dimensions of the invasive species problems are considered as well as environmental and economic impacts. The human dimensions of invasive species clearly illustrate that it is not species themselves that are driving the problem but the human behaviours which lead to most invasions.

The GISP Toolkit identifies the following steps in the development of strategy and policy for invasive species:

  1. Identify an advocate for the development of an invasive species initiative.
  2. Gather evidence.
  3. Determine action needed.
  4. Identify stakeholders.
  5. Raise public awareness.
  6. Create lead biosecurity agency.
  7. Determine agency goals.
  8. Draft legal and institutional framework.
